<p>We discovered this is due to the Dell Unified Wireless Suite.<br />
Easy workaround is to rename the folder &#8216;C:\Program Files (x86)\Dell\Dell Unified Wireless Suite&#8217; to something else via PSExec or some other remote background tool.<br />
You can also boot into safe mode and rename the folder, or if you&#8217;re quick enough you may be able to log in normally and open task manager, then disable the Unified Wireless Suite.</p>
